Administrative History
The Ombudsman/Equal Employment Opportunity (EEO) Officer is primarily responsible for confidential, informal complaint handling. This officer also acts as a resource in the conduct of the assessment of allegations of scientific misconduct and is responsible for compliance with EEO regulations and responding to affirmative action issues and concerns.
The Institution did not have an Ombudsman until Karen Rauss took the position in 1987. Prior to this appointment, Rauss served as the Institution’s Affirmative Action Officer. The previous Affirmative Action Officer was Connie Brackett, and Carolyn Miller served in that capacity prior to Brackett. The Affirmative Action Officer was a member of the Human Resources staff. The head of Human Resources and the Directorate for Financial and Administrative Operations handled Affirmative Action and Equal Employment Opportunity issues prior to the creation of the Affirmative Action Officer position.

Custodial History
The custodial history of the records is undocumented.
Acquisitions Information
The Ombudsman/Equal Employment Opportunity Officer records were brought into archival storage on February 25, 1994. Karen Rauss deposited these records in the DLA.
Separated Material
Weeding of the records was done to eliminate duplicate copies, non-record material within folders of records, and records that are considered non-permanent, such as routine transmittals, thank you notes, payment vouchers, general requests for information, etc.
Processing Information
Third-level processing completed by Stuart Culy in February 2002. The records were put into acid-free folders and boxes and labeled. Acidic and fragile papers were photocopied. Metal clips and staples were removed. Original order could not be determined. Original folder titles were kept when known.
