Historical Information

The Staff Council originally consisted of the Director, Provost, Director of Research, Dean of Graduate Studies, Associate Director, Assistant Directors, and Department Chairman. The primary purpose of the Staff Council was to ensure good communication. In addition to their individual duties, together they also made recommendations concerning promotions and appointment of new personnel, approval of research proposals and contracts, and authority of purchases. It was later renamed the Appointments and Promotions Council.

It is the responsibility of the Appointments and Promotions Council (APC) to help the Director of Research and the Institution Director in making appointment and promotion decisions or recommendations to the Executive Committee to the ranks of Senior Departmental Assistant and to the Technical and Scientific Staffs. The APC's primary task is to ensure objectivity, rigor, and equity of the appointments and promotions process, both overall and on a case-by-case basis.
